 leadership roles\, including Assistant Regional Ad
 ministrator\, Deputy Regional Administrator\, and 
 ultimately Area Director of the Cleveland Area Off
 ice for thirteen years—one of OSHA’s largest and b
 usiest locations. Mr. Eberts began his OSHA career
  in 1988 as an Industrial Hygienist in the Columbu
 s Area Office\, where he led fatality investigatio
 ns\, major inspections\, and complex hazard evalua
 tions involving PSM\, noise\, confined spaces\, an
 d HAZWOPER. At SCR Safety Solutions\, he leverages
  his extensive regulatory and technical expertise 
 to support clients with expert witness services\, 
 high‑level safety consultation\, and guidance on O
 SHA compliance. A graduate of the University of No
 tre Dame with a Bachelor of Science degree\, Mr. E
 berts is recognized for his deep knowledge of work

 , a foundational enforcement framework that define

 loyers share a worksite. The presentation will exp
 lain OSHA’s four‑role structure—creating\, exposin
 g\, correcting\, and controlling employers—which d
 etermines how citations may be issued even when a 
 company did not directly create a hazard. Attendee
 s will learn how OSHA’s two‑step analysis evaluate
 s employer roles and “reasonable care” in addressi
